Job Description and Duties

Under the general direction of the Staff Services Manager II (SSM II), the Staff Services Manager I (SSM I) supervises and directs administrative and analytical staff in the Project Quality Management Section of the Office of Quality Assurance. This position plans, directs, and organizes the daily operations of the unit, which is responsible for conducting statewide quality assessments and implementing initiatives to improve delivery of services and supports, satisfaction, and personal outcomes for individuals with developmental and intellectual disabilities. The SSM I provides high-level data and technical expertise, coordination, project management, coaching, training, and leadership to the section staff for the development and implementation of a complex quality management program that is critical to assessing the performance of the state's developmental services system and to improving services in the future.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Incumbent must live and work in California.  All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Special Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of :

  • The Department service delivery system
  • Data analytic and statistical concepts, principles, and techniques
  • Government structure, organization, and function
  • Planning, policy, and systems/management analysis and program evaluation
  • Project management principles, including work plan development and budgeting
  • Use of Computer hardware and software, including Microsoft Word, Excel, PowerPoint, PowerBI and Outlook
  • The principles and practices of employee supervision


Ability to :

  • Manage multiple projects in order to meet Departmental goals and objectives
  • Review and edit written reports
  • Work collaboratively and effectively as a leader on multidisciplinary teams, and develop and maintain cooperative and harmonious relationships with regional center and developmental center administrators, other state agencies, peers, the public, and others

  • Analyze data and present ideas and information effectively both verbally and in writing
